Hon William Hague Secretary of State for Foreign and Commonwealth Affairs Foreign & Commonwealth Office King Charles Street,London SW1A 2AH Our ref: 16/2013 21th April 2013 Subject: Lack of fairness, transparent and equidistance

Your Excellency,
I am writing on behalf of the oppressed people in southern Somalia; on behalf of all the people who work to rebuild the peace among the various ethnic groups and to rebuild the nation democratically.

I would like to thank you for inviting me the meeting at the Chatham house on Thursday 18 April 2013. I was disappointed at how the meeting was organized, because 99% of the invitees and participates of Somalia clans were Hawiye and Darod. This it was humiliation and violation of rights of the other clans.

The UK government was misled as other international communities were misled for 30 years by Hawiye/Darod. The same clan who raped our women, looted us, displaced us; was selected by the international communities as interlocutors for peace and state building processes and humanitarian aid. That is like putting out the fire with gasoline.
Who are the diaspora Somalia in UK? They are those who get the opportunity to escape from Somalia, majority of them are Hawiye and Darod. They were rulers in Somalia for more than 50 years. They ruled Somalia by Gun and fire, looted, harassed and raped my People. They are criminals. They caused genocide to people the same way as Hutu done to Tusi in Rwanda
The Somalia Genocide was the genocide of the Digil and Mirifle, Bantu and Banadiri by the Hawiye and Darod that took place in 1990/1992 in Southern Somalia, It was ethnic cleaning.
When these criminals came in UK they were welcomed as heroes. From the UK the Hawiye and Darod financed the civil war and the Islamic Courts Union (ICU) that was the mother of Al-Shabaab, with the help of International Community.
All my people became internally displaced people (IDPs) in Mogadishu or neighbouring countries. They were subjected, abuse, raped and harassment in the IDP in Mogadishu in Bosaso by Hawiye and Darod. My people cannot come out from Somalia because they were looted and naked for every aspect of the life.
In fact, while IDP in neighbouring countries and in Mogadishu overrides the logic of violence, rape and harassment, the international community also seems to adhere to this principle, passively waiting for developments, such as watching a football game, while my people die slowly.
Said that, I was thought that the UK is the place of Human right, but I see the opposite of that vision. You have not been able to be equidistant among the various clans; therefore you are only empowering some clans while violating the right of the others, and this is a violation of human rights
I was also disturbed by the lack of knowledge of the international community about the Somali social fabric and the genocide perpetrated to my people (who are under threat for more than twenty-one years). The clans of President Hassan Sheik have who occupied lower shabell are raping our women in IDP in Mogadishu. No one international made comment on this issue. Under this government, my people are suffering from exploitation, racial and tribal discrimination, and violation of human rights.

Therefore, instead of collaborating with honest people, you are collaborating with some Somali communities, or call it “Clans” who strongly believe that their clan interest lies only in Chaos, fighting, domination and occupation of other’s land, especially Dighil Mirifle land. It should be very clear for every single one of you that most of Hawiye and Darood fight for the direct or indirect occupation and control of our land, our economy and our resources (both natural and human) are taken either by force or by state power. The Hawiye tribe today wants to fill the void affected by the Darod tribe.
What would the British taxpayers say if they knew that British government was using their money to empowering criminals?. We want fairness, transparent and equidistance about peace processes in Somalia from British Government.
The real stakeholders in Somalia are, Digil and Mirifle, DiR-Biyimaal, Bantu and Banadiri, without them there will no peace in Somalia.
The majority of the southern people have suffered racial and tribal discrimination from independence till now. Furthermore, their lands were forcefully taken; their money and wealth were looted by Hawiye and Dorod. They have been abused directly and indirectly.
As long as there are social injustices in Somalia there will be no peace and safety in Somalia, and Al-Shabaab cannot be defeated. The major factors of the recruitment in Al-Shabaab are social injustice, poverty, hunger and ignorance.
For such a long time the rights of my people have been violated; Years of abused human rights and discriminated human beings by money of tax payers. All the international NGOs in Somalia are under control of the warlord clan.
Currently, the humanitarian aid is protected from looters by hired gunmen in jeeps, and often these gunmen themselves turn out to be looters. Internally displaced people (IDP) in Mogadishu camps, pregnant women and young girls were raped by Federal Government soldiers and officials. None of them has been arrested because of the lack of peace and stability in Somalia creates social injustice. In addition, we now have: corruption, discrimination and violation of human rights with the help of international communities.
The same clan who raped our women, looted us, displaced us, was selected by the international communities as interlocutors for peace and state building processes and humanitarian aid׃
The international communities are elitist out of touch with my people. This might sound like strong language for some of you, but for those of us who have witnessed the discriminator practice of these representatives, it is an understatement.
International communities must select interlocutors of the indigenous Somalis, if they want to get a solution in Somalia, otherwise I see only the hypocrisy of the humanitarian and peace operations creating violence in the place of hope and that is what happened in 1994, when the international community withdrew from Somalia, leaving her in worse conditions than the initial ones.
The suffering of my people has become a market of exchange between international community and the warlord of the clan. The world sees my people dying and suffering, but when the help comes, the help is circumvented to the warlord clans. A sufficient example is on August 19, 2011-the visit of Prime Minister Recep Tayyip Erdogan of Turkey in Somalia. All the suffering people he has seen were my people, but the help was circumvented to the warlord clan.
Putting conditions to the rights of our people, it is unacceptable. We will not accept humiliation. We too are human beings. We are farmers, hardworking and peace loving people.
We know that the socio-political situation of Somalia is extremely difficult, but that is the reason why we need to join our energies to alleviate the precarious life of the people, above all the children. Our collaboration with you is for us a guarantee of seriousness and legality, and that is the way in which we want to work, for the sake of human dignity, in which we firmly believe.
I look forward to your response on this and take this opportunity to offer you my best greetings.

Yours faithfully,
